In order to publish a certain element of the control panel, simply publish the desired *.cpl file, which located in Windows\System32 folder.

For example, in order to publish "Regional and Language Options", publish the file:

C:\Windows\system32\intl.cpl

or specify:

<System>\intl.cpl

This way the file will be located regardless of the actual location of the Windows system folder on the target computer.
